It is my pleasure to welcome you to a new Era, where Uganda Nurses and Midwives Examinations Board (UNMEB) has transitioned to a new identity of Uganda Health Professions Assessment Board (UHPAB).

I wish to inform you of the recent regulatory reform in the Education Sector that arose out of the on-going Rationalization of Government Agencies and Public Expenditure (RAPEX) undertaken by the Government of Uganda.

In February 2025, the President of the Republic of Uganda, H.E. Yoweri Kaguta Museveni Assented to the Technical Vocational Education and Training (TVET) Act 2025 followed by the gazette of Statutory Instrument No. 25 of 2025, that merged the Uganda Allied Health Examinations Board (UAHEB) with the Uganda Nurses and Midwives Examinations Board (UNMEB)

 

The Act established the Uganda Health Professions Assessment Board (UHPAB), responsible for the Assessment and Certification of health professionals under Technical and Vocational Education and Training. This implies that all Trainees undertaking Allied Health, Nursing and Midwifery programs at Diploma and Certificate level in Uganda shall be assessed by UHPAB following the same Assessment Policies, Rules, Regulations, Standards and Guidelines.

 

I wish to commend H.E the President of Uganda, The First Lady and Minister of Education and Sports Hon. Janet Kataaha Museveni, the Education and Sports Committee of Parliament, the Minister of State for Higher Education Hon. Dr. JC. Muyingo, the Minister of State for Primary Education Hon. Joyce Moriku Kaducu, The Minister of State for Sports, Hon. Peter Ogwang, the Permanent Secretary Dr. Kedrace Turyagyenda and all the Technical Officers for the successful drafting and enactment of the TVET Act 2025 and ensuring that the TVET Subsector achieves a smooth transition during implementation this change.

 

I am humbled to have been appointed as the interim Executive Secretary of UHPAB and I pledge to continue working with all stakeholders while we work to achieve UHPAB mandate. I Pray for God blesses all of us with life, wisdom and knowledge and understanding to serve him better.
